Duties and Accountabilities:

The G2 Global Lead for Municipal Finance would, amongst others: 

Oversee the municipal finance program globally and provide strategic direction to the business and its growth trajectory (set and track targets, help unlock deal flow & open new markets)

Drive the business forward by providing guidance and support to regional teams in originating new business and delivering on existing engagements

Review and provide comments on municipal finance transactions at key stages of the processing cycle 

Lead the development of new tools to grow the business, be it through advisory, upstream or investment products (blended finance, LCY solutions, structured products, etc.), in close collaboration with other teams 

Foster synergies across regions for initiatives, advisory products, business development activities and transactions, by closely working with Cities Regional Leads as well as regional investment and advisory colleagues 

Lead the knowledge management and communications efforts for the municipal sector, with a focus on practical knowledge to support business development efforts, develop sector expertise and foster innovation (learning and thought leadership, sectoral resources for IOs, regulatory reviews, etc.)

Actively monitor industry and market trends, participate in industry functions and build sector relationships globally;

Position IFC externally as a leader in the subnational borrowing space through the development of partnerships and external branding (including deepening IFC’s work with the WB)

Mentor and coach junior staff and help build talent and grow skill base of staff.

Overall, the candidate is expected to share time and effort across: global knowledge for business and sector leadership; supporting client engagements & relationships; and transaction support and processing. Depending on the candidate’s profile and interest as well as Unit needs, the allocation around these three areas of work may vary.  

Finally, the municipal business requires a strong level of internal coordination. (1) It is a regionalized model (with regional cities platforms delivering in each respective geography), which calls for a further emphasis on the role of the global team, making sure experiences and lessons are shared across regions, and bringing cohesiveness to the business and the products being rolled out to grow it. (2) Cities is a cross-cutting theme for IFC and combines advisory and upstream products as well as multiple sectors (transport, health & education, water, power etc.). Pulling together IFC’s offering requires seasoned and dedicated leadership as it is at the crux of IFC’s value addition in this space.

Selection Criteria

At least 12 years’ experience in the public and/or corporate finance analysis

Master's degree in finance, economics or similar relevant education;

10+ years of relevant experience, preferably with several years at a development finance institution;

Investment and sector experience in municipal infrastructure;

Proven ability and interest in understanding and synthesizing municipal infrastructure sector dynamics, challenges and opportunities with active engagement in knowledge creation and dissemination; 

Strong transaction experience in project development, origination, structuring, and portfolio management of infrastructure sector transactions in developing countries;

Familiarity with multiple financial products; 

Established industry networks and ability to build and maintain strong relationships with clients, government authorities, industry groups and experts; 

Strong analytical and problem-solving skills and sound business judgment to identify issues and present creative and practical solutions; 

Capacity to deal with conflicting priorities and deliver high quality work on schedule; facility to work successfully in multicultural teams and across boundaries; 

Collaborative work style, team player;

Excellent communication skills in both oral and written English;

Highly motivated and proactive, committed to highest ethical standards;

Interest in the World Bank Group and IFC’s mission, strategy and values;

Experience of working in emerging economies and willingness and ability to travel extensively internationally;

Fluent in English; other languages are a plus.
